Ok so I am conceding that the announcement of the muzzle velocity in mph was to note that it was subsonic,but still seems too slow.

But when did he reload the rounds ? I didn't seem him do that and where did he get the tools to reload the rounds ?

What was the deal with mercury laden rounds? Was the assassin trying to slowly kill her target with mercury?

Now why was she there? Was she killing the prostitutes if so why? Was she originally sent there to kill jack? If so why did pavel order her to kill jack the second time when jack wanted out?

I think she was sent to kill jack from the get go but he didn't know it until the end.

Ugh by why go through this making of the gun if she was to kill him. Simply kill him on their first meeting.

Then the suppressor, how in the world would a bunch of rings around a barrel wrapped in another sleeve suppress the sound? And what did he do with the gears taken off the main drive shaft?

Nope. It all has to do with what's called terminal ballistics. (The ballistics of a projectile after it hits its' target.)

When the mercury-filled bullet hits a mammalian body (human or animal), it rapidly decelerates, causing its' shape to deform and/or fragment, passing its' kinetic energy to the local tissue. This creates a hole through the body with a mass of damaged tissue surrounding it. The mercury is a payload that extends the penetration and passes its' own kinetic energy to the tissue, increasing the damage. Fundamentally, the mercury increases penetration and extends tissue damage.
