It was the early 80's. Most young women used sun-in or boxed hair dye coloring to lighten their hair. It was not untill the late 80's and early 90's that you actually had trained hair color specialists at regular salons that provided the right color and highlights.

The story takes place in 1988 (both in the movie and in real life), so your "early 80's" theory doesn't really hold up. I'd say it's more likely that a Greenpeace activist might not have the money or the time to pay a professional stylist to properly color her hair.
sharePlus, this is actually a hair trend now. It's called ombré. It does, however, tend to be with colors that are less strikingly different tones.
