There is a long period of time that passes before we see the deaf couple jogging. We can only assume they've been running fast - and no one really knows (given their dialogue) who is in front of who. While I would have preferred to have actually seen it - a lot of this movie and the deaths happen offscreen - and we can assume that at some point people rested and had over people pass them. Assuming the deaf girl was ahead of the stressed out lady - it was the deaf girl who actually killed her by stepping past her. If Yellow Jersey had past her first then the same thing would have happened. Later we see the deaf people get to the school and re-pass the Yellow Jersey guy, again one can assume this re-passing happens a lot in the race. Unfortunately we're not seeing all the information from an audience perspective - we're just seeing it from some characters perspective. Ok, enough about this. Can't we really talk about how hot Eddie McGee is!!!

A proper sensible response to many of the points people make about this film.
I really liked it.
Meaning - it wasn't one of the best films I've ever seen, but it was certainly interesting enough to watch all the way through and held my attention throughout.
I will re-watch it and maybe be sad enough to map out the lap-deaths (or probabilities/possibilities thereof) so I have responses for questions like the OP's. (Which was totally valid, I should add).
