House, School and prison safe ? (Spoilers)

So according to the rules, the house, school and prison were safe.
How so?
We saw the kids die in the prison.......I don't get that part of the rules

SPOILER. They're safe for them to walk around - but not safe if they get lapped twice in there (that's what the aliens tell the deaf people when there all in the house)
