It's not racist either, it's actually mocking a Japanese sub-culture that essentially puts on blackface and is mocking it by showing the extreme end of the possible lengths one in such a sub-culture could go through. In that sense it's mocking that sub-culture for their ignorant views on race. It also mocks the suicide heavy youth culture, mocks Chinese pollution, etc. Tokyo Gore Police did similar mocking of aspects of Japanese culture in a Robocop-esque over the top way. I know the Japanese and Koreans aren't exactly known for their racial sensitivity, but this is a case where the writer-director isn't intending to mock black people, but mocking those trying to be like them in absurd ways.
In a movie this bizarre? In short, no.🐭
