How did this not get nominated for an Oscar?

After having seen all of the animated shorts nominated for Oscars, I can't believe that this wasn't nominated as well. Though several of the nominees are excellent (Wallace and Gromit and Logorama stand out), Partly Cloudy is unquestionably a significant step up from the very unimpressive Granny O'Grimm's Sleeping Beauty. Is it Pixar backlash or did Oscar voters just miss the boat here?

partly cloudy was definitely my least favorite Pixar short in a while. I don't mind so much that it wasn't nominated--we should want Pixar to work for the nominations.

ya honestly it made no sense. If this were not a Pixar short I think it would have been nominated. I think they expect too much from Pixar.
