Names cited in Legend of the Zealous Activist


At the county party meeting Comrade Stoenescu cites four names: Ciupercescu, Vladeanu, Boeriu, and Mintoc as notables from the county. Does anyone know anything definite about these names? It appears it might be a combination of genuine notables, inside jokes, notorious party hacks known to the writer, or something made up or coded (especially Mintoc).

Please only serious answers with references or details if available, not wild guesses or joke answers.

The following is what I could find online so far:

For Ciupercescu the only thing I could find was Romanian actor Cornel Ciupercescu, not in this movie, but in another Train de Vie where the writer of this movie, Cristian Mungiu, also worked as an assistant director. I found no bio information on the actor to help connect anything.
Inside joke?

For Vladeanu all I could find that might fit was a painter Emilia Valdeanu, whose work is respectable art and can be seen on YouTube.

For Boeriu I found a very strong candidate in Eta Boeriu (1923-1984), a poet with an article in Wikipedia. If this were Mongiu's intended reference then the county in the story is Cluj.

For Mintoc I only found a video game character.

I have also cleaned up the WikiPedia article a bit to reflect the film as now found on the DVD from NetFlix. (A review above describes something different.) All six stories are there now (Zealous Activist was missing) and in the order presented. The "Legend has it" bit from the end of each has been added. It is "legend" (I am fairly sure) because officially nothing of the kind could happen during the "Golden Age", for example, a need to steal to survive, or a village lying about its literacy rate to fend off meddlesome activists.

Air Sellers question: It appears that the Lastun was a poor vehicle, not sure about merits of the standard Dacia (brand still exists but owned by Renault, where my parent's favorite make American Motors (Rambler) went to die), and what it actually means when "legend has it that it could be bought with empty bottles after the end of Communism".
