Did Dahl miss on purpose......
to get the dog to start running so she could get a better shot or did she really miss the first shot? I think she did it on purpose.

She missed the first shot on purpose to get it running, made the second shot to tag it.
shareIt's up to your interpretation. Even the best shooters would have a hard time making a cold-bore shot at that distance, and having a moving target only makes the second shot that much harder.
That being said, who knows what kinds of advanced weapon technology is available in that universe, maybe it isn't even possible to miss with the rifle she used. We already have a rifle scope that exists today that is able to track targets and adjust/compensate on its own, enabling even a brand new shooter to hit targets at over 1000 yards with ease
