I desperately wandered between different interpretations of this film. One is that it's about the way the gods (or whoever is the boss) make their decisions about every small or big thing happening in universe: they put a common man in a maze and make him press a number of buttons. (In the first room his actions only affect himself, in the next room the actions affect the rest of the world)
