Vengeance not destroyed?

The 72 photon torpedoes are beamed onto the Vengeance and detonated... why was there anything left of the Vengeance to crash into San Francisco? There shouldn't have been any pieces left big enough to survive reentry into the atmosphere.

Too big and solid of construction I'd guess. Only the saucer remained intact anyway.
