Why is the rating so low?

I highly enjoyed the movie, and i've had it in my watchlist for a while since the rating is low(I like Lily Cole), but i was surprised for how good this was, the acting wasn't bad, the soundtrack was awesome (Marina & the Diamonds and A Fine Frenzy), the story leaves some unsolved questions but it was enjoyable since it's not something you see everywhere, i think this deserves at least a 6, but a 4 is ridiculous.
who else agrees with me?

I agree with you. People are dumb.

I would say lack of word of mouth. I only just recently heard of the movie from a poster who mentioned it on another board. I plan on seeing it at some point. Same with Byzantium (2012). I learned of it earlier this year, just in time to catch it on Showtime.

It's up to 4.9 as I write, a year and a half or so later, and I think it's underrated still. The story suffers from a certain amount of incoherence, but it isn't dependent upon all the characters being idiots (hate that and it's so common in horror/suspense stories), it's gorgeous and wonderfully moody visually, and the acting is mostly pretty good, with the exceptions only of a couple of side characters. I think this ought to be a solid 6. Some of it was very clever, like the bit with the teacher - how he pre-emptively discredited her, as predators often really do.

"Are those cats?" "I assume they're Schrödinger's cats."

I actually love this movie, even though I readily recognize its flaws. Still, I think it manages to be really effective and engaging in spite of them. It does a good job of setting the mood and conveying the melancholic, sometimes even repressed tone of the book. I can see why it would bore others who might be hung up on the plot and pacing (which I admit aren't perfect), but for me the mood and tone are just so perfect that it's a highly enjoyable watch regardless. Much better than the rating suggests.

I was surprised. I started it thinking it might be a really stupid low-budget teen movie but it turned out to be a good few steps toward, oh, 1977's Suspiria. At least, it tried to take itself as seriously.

A solid 6.5 for production quality alone. And I wouldn't be surprised if some gave it a 7, especially for the ability to make Lily Cole go from this stunning look:
