Meeting Place *** Spoilers ***

So Sun Wen is exiled in Japan where he lives safely. He wants to start a revolution so he travels to Hong Kong to meet with fellow revolutionaries from each of China's 13 provinces. Going to Hong Kong will cause Sun to be targeted by assassins who will want to kill him and in fact causes all these people to die while protecting Sun. So..... why didn't they just meet in Japan?
