Unbelievable two person enforcement agency

Totally unbelieveable the British Government would have a semi-autonomous two person international arms control enforcement agency unfunded, unstaffed housed in a slumlords unheated warehouse when MI5 is housed in a huge modern complex well funded with thousands of staff.
