Does Goebbels hook up Ferdinand Marian and Ms. Frowein (the wife of the ghetto commander, played by Gudrun Landgrebe)? If so, for what purpose?

Or did Goebbels intend to bed Ms. Frowein himself, only to be "cuckolded" by Marian? In that case, did he (Goebbels) allow the two to get it on in his hotel room -- if so, why?
