Voice of first doctor?

Anyone know who voiced the first doctor, who describes the girl's coma-like state? To me, the voice is very distinctive and reminds me of Campbell Scott. Or perhaps Victor Garber... but more like Campbell Scott, overall. Anyone know? Thanks in advance!
