who's the king? *possible spoiler*

during the ending credits, when asked if it was alright to dcieve Zenigata, Keith says, "It's the king's orders. We can't disobey it." this is the first mention throughout the movie that the king is mentioned. could this possibly be saying that Lupin is the king of the country, possibly by royal decree of the old queen?
