What was up with that scene where they are swimming in their underwear?

Not everyone has the money to buy fashionable underwear for their kids, especially when they’ll grow out of it in six months. WhitieTighties are cheap and excessively available in a small town that most likely doesn’t have a shopping mall or the benefit of being in a time where Amazon can cater to one’s every needs.

No, they’re kids at a secluded swimming hole. It was just kids being kids, what were they supposed to do, jump in with their clothes on.
It was also meant to show their physical vulnerability to what was lying in wait for them.

They were just kids. They wore what their mom’s bought them at the local shop.

Was going to mention this but felt it was a bit harsh. In all fairness to the OP, society at large is constantly polluting our concept of what innocence is and how it should be maintained.
Heaven help you if you wave at a little kid in today’s world, someone is likely to label you a creep. I still do, when it’s appropriate, I refuse to live in a world where kids can’t be kids and adults are unable to appropriately interact with them out of some paranoia related fear.

It's not harsh. To see that scene as inappropriate means someone has sexualized something completely innocent, which makes that individual creepy, not the scene itself. Good for you for seeing how twisted the world is, because you're right. People just like to find problems with everything, rather than legitimate concerns.

As I recall, Bill thought he saw a turtle in the water in that scene. But from reading the book, I seem to recall a possibility that Pennywise could take the form of a shoal of piranhas as the Losers swam in the lake, thus emphasising their vulnerability in their underwear.

Also in the book, didn't Patrick Hockstetter come across a bunch of creepy fluttering parasites in an abandoned fridge that proceeded to swarm him and suck the juice from his eyeball, amongst other Pennywise delights?

Basically, if Pennywise can become a swarm of anything, then no-one is safe.

Many kids in boiling hot summers would do something similar in heatwaves just to cool off. I've heard of countless tragedies of kids drowning in lakes and ponds at such times in the UK alone just because they wanted respite from the heat - that doesn't make them stupid, just unaware of the dangers at such a young age: the temperature may be roasting, but you can still drown from chilly waters in those same hot temperatures.

No. They're kids, it's summer, they're running around. They go for a dip on a whim. These aren't the kind of kids to drag their bathing suits around with them all day "just in case." It's a lake, no one else is around, undies are good enough.
