Here's a still and slightly larger version. I didn't see it at first, but it looks like Pennywise is grabbing one of the kids. Maybe Stan.

Looking at the clearer picture, it reminds of the scene in the miniseries when Pennywise grabs Stan and almost bits his shoulder. Looks like Bev (or possibly Richie) is being held up.
