Could this have been a good movie? How?

There are bad movies with potential, and bad movies doomed from the start. Which one is this?

We can all agree that the 2 leads give bad performances and have no chemistry. But what about the concept? It requires a lot of suspension of disbelief, but could a good movie have come out from it?
