The mother in law and sister in law gave her just one picture. It was a picture of Li Yuanni, her husband and their children. It wasn't the picture hanging on the wall. That was 2 pictures. One of just the husband and one of just the daughter.
Maybe the government had the pictures? Or maybe they were from the daughters school and the husbands work? Not sure though. It was never said in the movie.
