They were just brats anyway. As far as I'm concerned, Snow should have picked another 24 people from each district to be scourged.

YES!!! And so BLATANTLY anti-white was this movie...... The president is named "snow", as in "snow-white" and all the minorities in this movie do NOT do any wrongdoing, even when they are supposedly the "bad guy"!
