How come it didn't make it on the 2010 Oscars shortlist, let alone get nominated, even though it received wonderful reviews? I don't understand it. Was it inelligible?

Yes, it was ineligible. My understanding is that to submit it for consideration, the filmmakers would have had to get some prints of the film made in the Academy-approved format and rejigger the release schedule so it would play in New York and Los Angeles during required time period. That would have cost around $15K-$20K, which I assume they just flat-out didn't have or figured they could put to better use promoting the film in other ways. So they didn't submit it. Keep in mind this is a no-budget movie financed on the makers' credit cards.
