Title meaning

Am I the only person who is a bit confused for choosing this title? I know the movie mentions Ivan having that status later in the movie, but wouldn't you think the writer/director would want to emphasis something else for this beautiful story? I can only think the reason would be that this life-long love is the Permanent place Ivan's love resides...
