Sub-Zero! I like him but many people place him as the greatest ever! I don't agree. He's very slow and he is weak without ice-freezing!
Raiden is the 2nd - too much monotonous!
1. Johnny Cage (overrated and annoying)
2. Sonya Blade (unlikeable bitch)
3. Cassie Cage (unlikeable bitch)
Scorpion. Gameplay wise, he's really bland in the early games. If his spear doesn't connect, you're screwed, and it hardly does any damage at all if it's blocked. The teleport punch doesn't pack much punch either. Give me Raiden's flying tackle or Liu Kang's bicycle kick any day. His fatality in the original was one of three which were left uncensored which only attests to its lack of bloodiness. On top of that, he's a palette swap, which became more and more apparent with each new ninja in the 2D games. I guess this could all apply to Sub-Zero too, but Sub-Zero isn't rated nearly as high as Scorpion by most fans.
