Confused about one thing (SPOILERS)

What was Cohaagen's plan? He congratulates Hauser/Quaid on leading him to Matthia, but then says "Granted, there were a few hiccups along the way... You popping your memory cap at Rekall for instance. That wasn't good."

Now, pretend it went as "planned" and Quaid never went to Rekall. How was Cohaagen planning on using him to find Matthias if he didn't anticipate Quaid finding out he was a double agent?

It didnt go as planned but somehow worked out nonetheless for Cohaagen.
What he says to Quaid near the end he does out of revenge. To make him think this was planned, his fault what happened, and to have Melina mistrust his motivations and feelings.
At least is what the director said.

What his actual plan for Quaid was remains unknown to me too.
The director only said that Hauser had infos he wanted and thus kept him alife (and apparently changed his face and identidy).

My view is like this:

Infiltrate the rebels -> Upload virus -> Destroy the rebellion

1: initiate double agent

2: the agent must be a defector (aka inner circle confident to Cohaagen, and so likely has knowledge worth a great deal)

3: take the agent back, change his face and clean his mind and keep him under wraps - illustrating how outright important he must be.... and make sure the rebels will search for him in hot pursuit

4: release him back somehow, when the time is right.... and the rebels inner circles will truly believe he can be trusted plus more importantly they will truly believe he holds deep information.

5: While they will scan his memories for some knowledge he does not have.... the virus is uploaded

[note to 5: since he is actually oblivious to his real agenda, they will not see any red flags during this pivotal procedure of brain scanning]

... then the Rekall thing accelerated point 4 sooner than initially planned and they lost control a little bit.

The thing that actually went really wrong is how they underestimated Quaid plus how blood thirsty Lori was towards this traitor, but fact is she was and in a lucky way it helped convince the rebels ever more, I think.
