I don't understand who the chairman actually is. Please help

He's the watchmaker. Or God. Or whoever you interpret as God....or supreme being. Or he's just the chairman of the AB.

Harry goes on to say that everyone meets the Chairman at some stage in their lives. I think we have to assume that the Chairman can assume any identity he/she likes, so, no, we haven't met the Chairman in the film.

Nobody knows you interpret it as you like- perhaps the 2 main characters are their own chairmen as they achieve free will... Anyway he/she is the 'supreme being'

I actually think your statement of the two main characters being God is absolutely true. As they said in the end, "free will exist for those who are willing to take risks to obtain it." Therefore, if the plan changes based on the characters obtaining free will, then we are by operational definition the chairman!

( The chairman use his free will to make a plan. The only way the plan was changed was by the characters using free will. Thus, the main characters where the gods of their own destiny)

The plan changed because the chairman changed it. In the end he could have just as easily fixed the problem and got everything back on track. The adjustment bureau backed off a few times during history giving everyone free will for periods of time, that didnt make every person on the planet god did it. Silly idea. If anything they where a glitch in the chairmans "plan system". Their plan was changed but echos of the old plan remained that drew them together.

The chairman is suppose to be God and that god was originally played by an Iranian women however the studio didn't feel it was the right choice and they were forced to shoot a different ending.
