Playing with history

So they say the Bureau allowed free will during the height of the Roman Empire. They again allowed it from 1910 to what seems the Cuban missile crisis. After the Dark Ages they allowed the Renaissance, the Enlightenment and the Scientific Revolution. What I would like to ask is how about everyone else that was not part of the Westerner Civilization.

The Chinese were a flourishing civilization. They invented a lot of things that the Western world would not have for centuries. How about the civilizations in the Americas. Their architecture and masonry was far superior to anything found in the capitals of Europe.

Basically there is more to the Humanity then Europe.
