Never Charged Fees


I am currently watching this film, surprised that there are no comments here, btw, and am noticing that Bill Dougherty does not bill the families of his abuse victims for pediatric care. It is apparent that his abuse was wide spread in the town. Yet, he could build his own sprawling house with what looks like a lot of land when he was still a young professional. How could he afford all this?

By the end of the movie we are informed that the pedophile, Dr. Bill, came from a prominent family. So, I would assume he inherited wealth.

Why didn't anyone file lawsuits over the abuse? If the law could not touch him in a criminal way, there was also civil procedures which could have been put into effect to deprive him of any pleasure left to him for the damage he committed.
