I mean . . . I kinda got it - but . . . what was the point of paying the bounty-hunter-guy & his dog?

The dad was an abusive guy - but the black, male agent & the female FBI agents were working with the dad? - FBI Jim was undercover inside the safe-house system also for the dad? . . .

The guy at the desk every few scenes - his comments were WAY to vague - the guy with the dog? - WHY?

It makes no sense . . .

All these people knew where she was every minute - and HAD her all the time, AND were tryin' to nab her?
...?
