Did the whore really shoot the 2IC or was it the Commandant who needed an excuse to leave the city with his men?

The whore shot the 2IC on the order of the Matron. Who herself ordered the whore to shoot the 2IC because the Commandant had heavily implied that is what he wanted.

The Commandant did so not to make an excuse, but because he wanted to leave the city with his battallion after being betrayed, and thought that the 2IC was in league with Goodblood, and thus potentially would give him away.

It was a setup and 2IC was suspicious all along. The commandant needed to kill him since he was now the legitimate commander if he wanted to maintain control of his "battalion."

Remember the UN photographer filmed his child soldiers unit so the supreme leader guy had to get rid of him for PR reasons.
