I don't read fan fiction any more,and I only read it online.Some of those stories are really stupid and don't reflect the characters from the games accurately.
It's pretty clear that they are friends and that's how they'll remain unless Capcom decide otherwise.
And I don't think there's any room for romance in Street Fighter games.

What? Street Fighter was based on Romeo and Juliet. Of coarse it is a romantic storyline. You need to do more research on Dhalsim and Birdie! It will open your mind to new romantic horizons if you look into the context.
