This movie is based on a true story. The governor was known as "Super Governor" among the people of his city who knew him. He tried to get ahead of favourism and political corruptness. It is also true he died in a mysterious accident.

Of course the movie could've been a lot better. But I guess main thing the director tried to do was deliver the message. It is also difficult nowadays to send political messages in Turkey since the islamic party came in authority.
