Cluster munitions

In the initial airstrike on the fortress, there appeared to be many small explosions from the ground. Were these supposed to be cluster munitions, such as the German SD2 (Butterfly) cluster bombs? They were not very realistic though, not doing much damage to exposed personnel in close proximity. In reality, anyone that close to the explosions would've been torn to shreds by shrapnel.
