Vampire of Düsseldorf

I guess this is about the Vampire of Düsseldorf, Peter Kürten. So is this supposed to be a fact-based movie about what happened or is it a fictionalized history? I guess, what I'm really asking is: Is it supposed to be recounting the history or just using bits of history in order to tell a completely fictional story?
