Before or after GTA IV?

The amusment park is open in this, but it was closed in GTA IV. So I'd guess before.
Plus I have had run-ins with "The Lost And The Damned" biker gang. The same gang from the GTA IV DLC on the 360.
I've not run into Niko and I don't think he is in this game...so maybe he's not in Liberty yet.

Which would lead me into thinking it's set before GTA IV.
I don't recall a year being mentioned, but I could be wrong.

After GTA IV. It even says 2009 I think.

I Actually think it is set before GTA 4 same as you. As apparently:

"Information on the main characters of the following two Grand Theft Auto games can be found in the LCPD online database. Johnny Klebitz, protagonist of the Xbox 360 expansion pack Grand Theft Auto IV: The Lost and Damned (2009) (VG); and Huang Lee, protagonist of the Nintendo DS game Grand Theft Auto: Chinatown Wars (2009) (VG)."- taken from GTA 4 trivia.

This meant that Huang Lee would have had to commit crimes in the states, which means that it is set before. Oh yeah and the evidence you mentioned supports this too.

It is set after GTA IV. The main character says it is 2009 and GTA IV took place in 2008
