Ronald Reagan: Child Abuser?

This movie talked about how in the 70's it was agreed that children were too easily influenced by advertising and standards were set in place. Then under the Reagan administration, all those rules were repealed. This make me wonder if Reagan could be seen as one of the great child abusers of all time?
