Just see brockcardiner's excellent response, b/c that IS what is going on here. Sure the man may be paranoid schizo but let's face the facts that are presented here. He's ranting and raving includes many factors that suggest he had the same upbringing as the child in the film-- i.e., came from a poor home (thus the "they don't understand, you can't turn 65 cents into a dollar" phrase...they could mean anyone but I took it to mean a phrase his mother or father used to explain their poverty somehow), bullied in school (the man constantly referring to "they" against him and how he had no friends growing up), etc.
SPOILERS:
The main difference here is the child views this from the viewpoint of innocence and that innocence is shattered when the man is shot dead in front of him.
