No, it was more or less a social experiment. The people who ran Hailsham wanted to raise questions about the morality of harvesting organs from donors who were specifically created to die at a young age so that "real" people could prolong their own lifespans. Most people in the outside world found it easier to think that the clones weren't really human. As the teacher said to Tommy, the purpose of the art gallery wasn't to look into the students' souls. It was to see if they had souls at all - the ability to think, feel, be creative and so on.

I was under the impression that even though they had terrible intentions they still wanted give the donors some sort of life even though it would ultimately get cut short.

Maybe in case they were able to do brain transplants one day.
