IMDb rating system

The IMDb rating system is extremely inaccuarate if not not downright ridiculously unfair- how can a film with an arithmetic averageof 7.3 wind up with an IMDb "weighted average" of 2.9?!
Obviously films should receive at least 1,000 votes bfore being assigned any rating at all. And obviously something is wrong here.
