I am very wary of tv series in general because they are made up as time goes rather than conceptualized from the start. I gave PU a chance based on the fact it was created by Christopher McQuarrie, who is one of my favorite movie writers. I figured if McQuarrie could write amazingly rich characters and an intricate story like the Usual Suspect that wraps under 2 hours, he could do it for a TV series, even a short lived one.
It turns out I was wrong. The ensemble cast of characters in PU have intriguing pasts that never get exploited. In fact, Remi Aubuchon (showrunner for Persons Unknown) is very blunt in interviews saying they were making it all up as they went and didn't know where it was going.
There is no real ending to PU. There are no explanations. The truth is, the writers had a general idea of the organization and its goals, but it is left unexplained. Most of what takes place, the actual plot, stretches credibility so much it borders on the ridiculous.
A very disappointing series.
