Was North Wind trying to kill Santa from the start?

In the Rankin/Bass Special Santa Claus is Coming to Town, was it North Wind who broke the tether on the sleigh that Grimsby was using to take the Baby Claus to the Orphan Asylum and deposited Baby Claus into the mountains of the Whispering Winds, where The Winter Warlock lived?

And I was curious why North Wind didn't have a foe in this special, like say, the South Wind
