Still left with question...

I just spent a good portion of my day running through this whole series but in the end I still have questions:

1 - How do the"Ghosts" come into an area? Throughout the series it seemed like the idea was that you had to have electronics working on an internet network for the "Ghosts" to attack. But at the end of the second movie there were no electronics, only a signal, and the "Ghosts" of Michelle and Marta were able to appear anyway.
2 - If the red tape is impedes the Ghost's ability to actually exist, why was Thomas Ziegler able to capture one in a room of red? Prior to this the red tape had been explained as disabling the Ghost's transmission and must in theory have caused them to cease to exist. But in the 3rd movie the red tape acted more like a barrier than what I had been explained as.
3 - What was the reason for the suicide website? According to Doug Ziegler the ghosts were transmitting themselves over hidden frequencies, and the Ghosts seemed to be able to show up without the need to actually go onto this website. So what was the point aside from being a bit disturbing.

If anyone understood any of this or can throw some ideas at me it would be much appreciated.
