Who was it Carlos accuses the Libyans of giving sanctuary to?

In the scene where Carlos is refused sanctuary by the Libyans he accuses them of giving sanctuary to someone else which the Libyan officer denies, i couldnt make out what he was saying, does anyone know who it was?
