Does anyone know where and when I can get this as a Region 2 (or Region 0) DVD?

I've been on the official website for this documentary - The Kids Grow Up (dot) com - and haven't found any news on a DVD release as yet. Just news of upcoming screenings for film festivals and theatres in America. That not to say this documentary won't get a DVD release, it most likely will, eventually. As well as mentioning the UK television premiere on More4 as part of their True Stories series, which was shown last night. I take it you're from the UK and watched it as well - since you're asking about a Region 2 DVD release? Also, the official website has a email list which you can subscribe to.
