Gunner hanging the pirate - why the big deal?

The pirate was lying there motionless - I'm guessing he was dead. Why was it such a big deal to Barney that his comrade was about to hang a dead pirate? And even if he was alive, they've all just blown away a whole gang of pirates. Why does one more dead one make a difference?
