I'm not sure about the first question. Maybe it's an EU requirement?

On #2, it's not that no illegal immigrants want to come to France. It's just that the way to get to England is through France, so French cities along the channel (specifically Calais) find themselves having to deal with lots of illegals who want to go to England. That's what we saw in the movie. Illegals who want to stay in France probably wouldn't have gone as far as Calais, which is in the far north of the country. As for what's waiting for them in England, it's probably relatives or the possibility of a job.

On #3, it certainly seems inhumane, but from the French perspective, they can't take in an unlimited number of illegal immigrants, who are generally very poor, have limited education, and may or may not speak French. If French citizens regularly provide aid to illegals, that will probably encourage more to come. That's the rationale, anyway.

On #4 - I guess the British authorities just figured that they had no use for the body, so they may as well return it to where it came from. I am surprised that he was buried in France, and not returned to Iraq. Maybe that wasn't practical.
