You know the girl Chitti saves, why is it a big deal she is naked? Is it a cultural thing?
Reason I ask this is because as soon as her mother sees her, instead of being happy that she is alive, she is shocked to see her naked. Seems unrealistic that's why I am wondering.

No. Not really. Visit Emergency ward in hospitals in India. There will be women in unfortunate situations. And being properly dressed is the least of all concerns when clothes have burnt away/blown away in varied disasters. That scene made no sense. Mothers will try to cover the girl at least instead of giving a dialogue and crying
