unless i'm forgetting someone this makes Flynn the first British power ranger. i think he is one of the best characters in the series and is the best blue ranger overall

Well, technically he is British (since Scotland is part of Great Britain), but more specifically he's Scottish. But you're right, there hasn't been a ranger of British descent before him. Though at least one Ranger actor was British (Samuel Benta, who played Wil on Operation Overdrive).
sharewell yeah you're right i should have said he is the first European power ranger. Delphine from the Alien Rangers had an English accent hidden under that watery voice but idk if its natural
