I think they're referring to the numbers displayed. The main team is 1-5, Gem and Gemma are 7 & 8.
There won't be a 6th ranger as the accompanying Zord doesn't need a driver. The Crocodile carrier is operated by Ziggy and Dylan without need of anyone else, just like Gem and Gemma can control the Whale Jet which is number 9. Then the new Paleo train is 10-12.
