Clearly Garrett(Eddie Izzard) Character is inspired from Alan Ball and True blood.

The look of Garret was done according to Alan Ball.Also just like Alan Ball relied more on violent sex,unimaginable gore, stupid surprise element on True Blood as compare to good and imaginitave rigting same thing Garret was doing .
Hope Alan ball is less hysterical in real life than Garrett.

I was wondering whether it was kind of tribute to Alan Ball or simply making fun of him?

Maybe True Blood calls for the outrageous personalities. He can make it up since most of the show deals with monsters, human and inhuman. This movie allowed the over the top boss to be pulled back to some level of honesty.
